Is it possible for surfer to use hss and not be adjacent to a friendly figure, but then move up to them and attempt to support? I kno both hss and support are power actions but hss allows for a ranged or close combat attack while support wants a close combat attack to be made on a friendly. Idk I never seen a figure w/ hss and support before so I just wondered.

No, you cannot give a power action as the free action with HSS.
