Okay, LE Major Chistopher Summers has two target, 6-inch range, RCE and one Damage... WHY?

The only possible reasoning is that he can choose to target two characters (thus negating RCE) in an effort to hit a hard target for one click. For example, you face off against a Wasp and a Thug, and you would like to hit Wasp, but you're not sure you can. So you target both, and depending on your dice roll you attach the one click of damage to one?

So A) am I misinterpretting split-damage ruling, B) is there a typo on his stats (like if he has incapacitate or EE), or C) does he have absolutely little use for the second ranged attack?

a) no.
b) dunno.
c) there's always enhancement/SHIELD.....

Good call on the Enhancement. Odd that I forgot that, being that I'm an enhancement ##### (not to be confused with perlex #####s).
