No, it doesn't. Psychic Blast requires you to give a figure a Ranged Combat Action. Ranged Combat Action requires you to give a figure a Power Action. Since you can't give a figure 2 actions in one turn (other than Free or a RS/Charge makes provisions under the powers), then you couldn't use Psychic Blast with RCE.

Then why can you flurry/bcf, both are close combat actions, and charge is a power action which lets you have a free close combat action after a movement, and you can combine it with bcf, which is a close combat action as well. Incap is a dual abiltity action, it can either be a close or a ranged, but only one or the other at a time. which means running shot and a power that reqires a range combat action can be used for its free range combat action, ie: energy explosion, pulsewave. Where as the rce is, as described already, a power action solely. So unlike hss, rs, or ch, you can not combine it with a range combat action.
And you can use Incapacitate with Charge or Running Shot - since both actions allow you to make another action (CCA for Charge and RCA for Running Shot) as a free action.
So a quick overview:
Running Shot allows a Ranged Combat Action to take place after the move. This allows:
Energy Explosion
Pulsewave
Incapacitate
Psychic Blast
Charge allows a Close-Combat Action to take place after the move. This allows:
BCF
Incapacitate
And that's it.
Visible Dials and Pushing Damage need to be optional. This is the way.
