it says "up to two" not when he carries 2.
it's like saying i can carry up to 100 pounds. so i can carry 100 pounds and anything below. it wouldn't make sense to say i could carry up to 100 pounds and not be able to carry anything below that weight

The 2 wasn't the important part of the sentence you quoted, it was the "Single Based Characters" part.
