I attended an IG event today with the 400 point Named Keyword restriction. I was under the impression that would mean 4 figures and 4 theme team PC's. The Judge at the tourney informed me that is not the case, as he was told at the Indy Con it was incorrect. It would only be 3 figures and 2 PC's. According to what he was informed of, it would have to be 600 points for 4 PC's.
"If the shared keyword is a named keyword, the team can use this (referring to PC) two times per game for each 300 points (or fraction thereof)."
The whole "or fraction thereof" seems a bit confusing, but we have always translated that as you have. For every 300 points of build total you need 2 named keyword and you get 2 theme team PC, so a 400 point build would be 4 named keyword with 4 PC.
I hate to say it, but the judge is incorrect. It's 2 figures per 300 points or portion of 300 of the build to have a named theme bonus. That provides 2 uses of theme team Probability Control. Thus, a 400 point build would indeed provide 4 uses of TTPC.
See pages 21 and 22 of the 2011 Rulebook--especially page 22, where it specifically mentions a 400 point build requiring 4 figures.
I am hoping a rules deputy can say something as the judge was informed at Indycon it was not the case. I dont mean to cause a ruckus but its sometimes confusing to read the rulebook and when you attend a con you get told something else.

I do understand your situation, but a search on this topic should find you prior threads where they have confirmed. Or You could e-mail for a response. this is a pretty solidly covered topic, between the text actually being quite clear and the numerous times it's asked about.
I can explain it to you, but I can't understand it for you.
