Relevant Power... I Work Best Solo: If Venom is the only character on your force, modify his his combat values by +1
So this goes back the the Champion ruling made before the errata. Are the figures KO'd considered "on your force" for the purposes of this power. If the logic behind the Champion ruling was applied here, then Venom would never have the +1 unless he was the only character in the build from the start of the game.
Where that may have made sense to some for Champion since he was built to be a one man army, it really seems that original ruling does not make sense with Venom and was therefore, probably incorrect.
I never saw any rulings on the Champion (I'm not saying they were not made, merely that I was never looking for them) and I always assumed these powers kicked in when all of the other figures on your force are KO'd, or you are playing them as a one-man army. Have fun with that when playing venom

Just another note. Agent Coulson would never get lose his power if KOd characters were part of your force:
I'M NOT INTIMIDATED BY ANY "SUPER" HEROES: Characters 100 points or more can't target Agent Coulson with an attack unless Agent Coulson is the only character on your force.

Honestly, I don't see how Blastaar's power doesn't work even if KO'd characters are not part of your force. They are KO'd, and they were at one point part of your force. It is pretty obvious which figures were from my force, and pretty obvious which ones had been KO'd.

But when you play that one dink.... you know the one. The rules lawyer who likes to rain on your parade... He will be the one saying that the figures that are KOed are still part of your force.

And I would point him to the part of the rulebook where it says KO'd figures are no longer part of the game, and then remind them that character cards can specifically override rules of the game when they specify. Nothing on Blastaar's card specifies that KO'd characters are still part of my force, but it does specify that they can become part of the game again.
