I CAN'T STOP YOUR BRUTE STRENGTH, BUT MY MIND IS FAR SUPERIOR: The Leader can use Outwit. Once per turn, if he uses it to counter a power or ability that isn't a defense power, he can immediately use it again to counter another power or ability that isn't a defense power.
Now I know a character can't outwit TAs unless their power says you can, but does Leader's SP encompass TAs or should I just assume that they meant to say 'combat abilities'?
I'm sure someone will say 'well this means that he can Outwit Traits too' but the rulebook says Traits as a whole can't be countered.
So, with the way this is worded, can Leader Outwit TAs?

No, his power does not say that he can counter TAs, so he cannot.
What the wording does allow, though, is if you assign the Dissent feat to him, which would let him counter TAs, he could counter a TA and still use outwit again.
Well, they should add the word 'combat' before ability in his power. Either that or I'm just a miserable idiot.

While just saying "abilities" instead of "combat abilities" does not grant him the ability to outwit TAs, it does mean that if he gains the ability to outwit TAs through another game effect (like the Dissent feat), then he can outwit a TA, then use outwit again as long as he doesn't outwit a defensive power.
It's assumed to be understood because the rulebook says you can counter combat abilities, but not team abilities. It's not that you're an idiot. It's just a case of implicit vs. explicit statement.
