With the way the new PAC is worded one can no longer leap/climb through water, which is perfectly logical. However flyers and those with phasing/teleport are now hindered by water. Is this on purpose? Is this an accident? Am I crazy?

There is zero change from before.

Actually there is. You now have to hunt down the fact the water is treated as hindering for movement. It is not very intuitive and now highly confusing for newer players. This was a massive mistake. Expect to see a lot more of these threads.

Current version:
Leap/Climb
Give this character a move action and move it up to its speed value. It automatically breaks away, may move through squares adjacent to and occupied by opposing figures, and ignores the effects of hindering terrain, elevated terrain, and outdoor blocking terrain on movement. When you give this character a close combat action, it may target a character regardless of the target's elevation.
No specific mention of water there, either. This is because water is hindering terrain for movement. Anything that ignores hindering terrain when it moves, ignores water as well.
