Can I give Ross a power action to activate SHIELD and then have a figure RS up to him for the damage bonus? The RS figure *did not* start adjacent to Ross.

You can use the power-action portion of the SHIELD ability with running shot.. but its a bit more complicated.
have the SHIELD character and the RSer adjacent, give the power action.
Taxi the SHIELD character to be adjacent to where the RSer is going to end up.
RS to be adjacent to the SHEILD character.
Note that the RSer CAN do the taxiing, but will not be able to move far.
No. The character must be adjacent when Ross is given a power action, and the power action can not be given during the Running Shot action.
Just to clarify, the Shield power action can be used in conjunction with a Running Shot, but the two characters have to be adjacent both when the power action is given and when the attack is made.
This can happen many ways:
The RSer can carry the Shield member while moving with RS.
The RSer can move via RS to another square adjacent to the Shield member.
The Shield member can give the power action, then be carried or TKed by a third character to a square adjacent to the RSers attacking square.
