So I recently fell into a Misprinted The Thing. Correct Sculpt. Correct Dial. Correct Card. HOWEVER It has a wrong dial top. Its a Gamora Dial Top.
So I looked through the Tournament rules and I found these:

4.3 Illegal Characters: If a player opens a booster with an illegal character in a Limited event, the player can choose to continue without the illegal character or to replace the entire booster, at the player’s expense (some venues, at their discretion, might cover this expense). Partial replacements can’t be made. Illegal characters are those for which the character number on the base and the combat dial (left of the green starting line) do not match. A character that is missing a print-and-play element, has errata, or is broken is not considered an illegal character.
This however is in relation to a sealed (or draft etc.) event.
and again somewhat mentioned but not quite the context of it:

1.2.12 Custom Sculpts: Venues may restrict or allow the use of custom sculpts for their events. A
WizKids sponsored event will permit custom sculpts to be used with the following
provisions:
1.2.12.1 The dial and figure base must be unchanged from its original form.
1.2.12.2 The sculpt cannot be considered to be a deliberate attempt to misrepresent th
capabilities of the played figure. The head judge is the final arbitrator of this
decision.
1.2.12.3 The player must have the figure available with the authorized sculpt.
1.2.12.4 Each round, the opponent must be given the opportunity to deny the use of th
custom, in which case, the player must accede.
This in relation to custom Sculpts. The Top Dial I HAVE was not altered (Sorry if it seems like I'm just doing semantic dickery) But I believe the intention was in relation to purposefully misleading the opposing player. I could be wrong...that's why I'm posting.
So the question is: Thing's Dial Is unaltered. The Sculpt is Cleary the thing. His card reveales that he has Indom. His TA. His Points. His Rarity. Everything. EXCEPT RANGE. But I know that's 0. most people know it's 0.
is He Tournament legal? if I treat him as if his top is the same? I understand if not. And I know in GENERAL Tournaments it's up to the judge...but if I say went to Worlds or something and had a figure like this would it be illegal to use and I'd have to shell out another say...15 bucks to get a correct one?
if it is illegal does it fall under one of those rules? If So could we remove the context of Limited Games and of Custom Sculpts or start a new 'section' to address misprinted figures (not mass misprintings ala Charcoal, Sprite, Quicksilver, etc.) but rather mismatched figures?

First, let me preface this with: Ask your Judge! It is ultimately up to him if he will allow it or not. The Tournament rules are for a baseline, the Judge is the ultimate authority.
At an official tournament, I do not think it would be allowed. The section you quoted on illegal characters, while it is describing what happens if you get one in a sealed event, still states something important: illegal characters.
Can't stress enough, though, that at a local tournament, it is up to the Judge.
Also, I don't know if GG is covered yet, but possibly look into the Wizkids replacement program.
