the first part of the trait "Intangible and Invisible" says that:

"Astral Dr. Strange does not require opponents to break away, does not block line of fire, cannot..."

1. Since it isn't specified, does it mean that through "basing" he can still stop a character from performing a RCA?

2. Does this also mean that a grounded character must stop if it becomes adjacent to Astral Doc if no game effect, power, feat, etc. allows the grounded character to ignore characters?

mithmyrr is correct. I would like to point out though that "grounded" refers to a figure's elevation, whereas I'm pretty sure the question is meant to refer to a figure's speed symbol. For clarity, it's better to say "a figure without flight" or use the symbol found in the smilies.
