Except the (HoH) Revert figures. You can heal those back to their starting lines
I know you were responding to the post you quoted (which did say you can't heal past a click you were brought in on), but I do want to point out that this isn't really an exception.
The reason you can heal a Reverted Hulked Out Hero, or a Duplicated Madrox, etc is because those characters aren't brought into the game on a start line. They are just brought in with some amount of damage already clicked on to their dial.
In summary: Start lines = no healing past. No start line = heal until you hit one.

This is a perfect example of why I'd want to ask here instead of just read it in the rulebook. People will bring up all sorts of nuanced examples that I might not have thought about AGAIN until the time came and was confused, but now thoughtful conversation was provoked about the nature of the rule, what we wish could use it as a feature, and what it does and doesn't apply to very specifically. That's so much more information than I would've gotten just out of the rulebook.
