I know with the new ruling that I can't take a shot after I fly someone in, but can I take a shot, then fly them out? Say to drop a character in hindering, or back to a medic, or just out of the line of fire, etc.

I thought so, but a friend disagreed, told me that the character being towed around can't have taken an action at any point in the turn, after or before.

You most certainly CAN take an action before being taxied. One of the options you mentioned is pretty popular -- firing at someone, then taxiing a passenger back to your medic.

Your friend is wrong. It's called NAAT for a reason. The second A is for AFTER.
