Opposing characters within 3 squares posess Battle Fury and can't be given power actions .
Questions :
1. Can an opposing character make a close combat attack -or- is the only option available is to move out of range ?
2. As the opposing character moves beyond 3 squares , does its other powers return immediately -or- must your opponent wait to the next turn to regain their abilities ?
3. If both opponents have the ( Unspoken ) fig. within the 3-squares do they cancel eachother out -or- are they both considered powerless ?

1. Yes, an opponent can give any non-power action. Close combat attacks are fine.
2. The powers aren't ever "cancelled" per say, they just can't be given power actions within 3 squares of The Unspoken. If my Ventry is in range of your Unspoken, then I could use somebody outside of that range to TK him out of the 3 square radius and then immediately give him a power action to go hypersonic, psychic blast, multiattack, etc.
3. Each of them will prevent the other from using power actions. Again, there is no cancelling, but they couldn't say, charge each other if they are in each others range as that's a power action. Also you couldn't carry them out of each others range, since they each have battle fury.
4. This question needs to be directed to the rules form for future reference, which I'm sure you're going to hear more than once.

I'm not sure where you're getting "powerless". The Degeneration special power gives opposing figures within 3 squares Battle Fury, which generally prevents ranged attacks and keeps them from being given Power actions. It doesn't make them powerless.
1.They can make a close combat attack or move away as long as whatever they do is not activated by a Power action: Move, Close Combat, and Ranged Combat actions are all fine (although the Battle Fury limits what you can do with a RCA).
2.As long as they are not being given a Power action or trying to make a ranged attack within the 3 squares the power has no effect.
3.Nothing here would cancel: if opposing Unspoken figures are within 3 squares then they would both be effected as well as any opposing figures within the range.

They can do anything not expressly forbidden by Battle Fury or requiring a power action, including making close combat attacks.

Once an opposing figure is outside of the 3 square range, the power has no effect on it. His abilities return to normal.
3. If both opponents have the ( Unspoken ) fig. within the 3-squares do they cancel eachother out -or- are they both considered powerless ?
The powers would not interact in any meaningful way. That is, both Unspokens would possess Battle Fury and would be unable to use power actions.
You do not deserve fists with which to fight...
