I think I know the answer to this but I'd still like to be 100% sure it works the way I think. Can Dr. Strange target a character using The Hand/LoA ATA with his CONCENTRATE ON ONE PROJECTION Power if the character he's tagged is next to a wall or Blocking Terrain? I'd say he could cause his power says "Regardless of range, squares, or line of fire".

CONCENTRATE ON ONE PROJECTION: Give Dr. Strange a free action and choose an opposing character adjacent to a friendly Astral Dr. Strange. This turn, Dr. Strange can target that character regardless of range, squares, or line of fire when making a ranged combat attack or using Outwit or Perplex.


The Hand: When it is not your turn, lines of fire to a character using this team ability are blocked if this character is adjacent to a wall or blocking terrain.

You are not using LoF so you can target them.
