REALITY BENDS TO MY WILL: Thanos can use Outwit and Probability Control. Thanos modifies his combat values by +1 when attacking characters of 250 or more points.
Would his combat values return to normal after his attack action had been completed, or would his values stay modified until the beginning of his next turn. I ask because I'm having trouble seeing the point of modifying His combat values and not just his attack and/or his damage value since those would be the only values that matter at that time.
Had this similar question arise at a recent battle with thanos. We just boosted his stats for the offense not when those 250+ point characters attacked.

I would have ruled the same way.
This power just seems weird, though. Since the modifiers only happen while he is attacking, why does he need to have ALL of his combat values modified?
The only values that will matter during the attack are the attack value and damage value. The movement value wouldn't matter, the range value won't matter (the target needs to already be in range before attacking), and I can't see the defense value mattering unless there's some power that let's you counterattack while being attacked.
Maybe combat values was just less words that attack and damage damage values?

Range matters because it overlaps with Pulse wave. Replace Range value by 6 modify by +1. It could encompass another figure...that's literally the only way I can think it would matter.

[its hard to quote / search on an iphone- ]Additionally (to back up the others on their answer) there is that rule about the duration of effects, the one that says the effects last until specified by the power or ability, and since the power says "when attacking a character of 250+" (paraphrasing of course), that would be the duration. Once the attack is resolved his stats return.
As to why they said "all combat values"? I don't know, I can only infer that it would just be easier and use less print than being real specific about which stats are or aren't modified.

Just because we can't think of a reason speed value might matter now, doesn't mean that it won't matter later on.
For example, say we get a new version of Flash that has a trait like so:
Too Fast To Hit: When Flash is the target of an attack, modify the opposing character's attack value by -3 if the Flash's speed value is higher than the attacking character's speed value.
That extra bump from Thanos' trait (we're pretending that this Flash is also over 250 points, too ) could be the difference between activating this hypothetical trait or not.
How would this work with Move-and-Attack*? If I declare the target before I move, do I get the bonus to movement/ I can see a "I can reach Sentry if I have the plus 1, but not without it" situation.

Declaring a target is not the same thing as attacking a target. You're only attacking, when you're rolling your dice.
You don't get the modifiers until you actually attack the target.

Move and Attack is just a modifier version of HSS. With HSS, you don't target anything until you are actually giving the character a free action to make a close/ranged combat attack. That is when the bonus would activate: when the attack is made.
Put it another way, if it worked as you suggested, you'd also have to declare your (potential) target and roll for Shape Change as soon as the power action is given to use Move and Attack. That isn't the way it works, though, because no character is targeted until well into the action.
