my question is. what if all the characters friendly to batman have been ko'd. you can't damage any friendly figures does this mean if he's the last person on your force he can't be targeted by range or outwit at all?

I believe you are correct, their only options is to base him.

He is considered friendly to himself, so if you damage him with one guy it would let the rest of the team draw line of fire to Batman.

Unless a friendly has taken damage, you can't draw LoF to Batman with Pulse Wave. And since you can't draw the LoF, none of Batman's powers/traits/abilities are ignored.
