I'm building for an event where the No Action After Taxi rule is suspended, but only if the figure doing the carrying is a carrier (The Taxi).

What are some suggestions for good carriers, or figures good for an action immediately after being taxi'd?

Do you mean "... has the Carry ability as defined by the backside of the PAC?"

Or are you referring to something else? Because I'm not sure how you could have Carrying done by figures that don't have the Carry ability...

As in, has a carrier symbol.

Okay, that's not really the "Carrier" symbol, those are "Transporters"... I know what you mean, but those symbols mean more than just "Carry".

Is this event you're building your team for Modern Age or Golden Age? This is important, as if you're playing Modern Age, there are only 11 Marvel choices (and three of which are Con Exclusive difficult to find figures) and 4 DC choices. Your choices go up to the 50s is you are playing Golden Age.
