(Special) My Eyes Are Everywhere: If Oracle is not adjacent to an opposing character and is either in her starting area or on elevated terrain, she can draw lines of fire and count range and squares from the square of any single friendly character that has the Batman Family, Birds of Prey or Justice League keyword.
(Damage) The Mystery of the Oracle: Give Oracle a power action and choose Outwit, Perplex, or Probability Control. She can use the chosen power until the beginning of her next turn.

As long as it is not the target of Mind Control, when an Agent is given an action you may choose to give one of its combat values +1 until the beginning of your next turn.
If Oracle is on your force, you may remove her from the battlefield at the beginning of the game and place her on this card. At the beginning of any of your turns, you may assign a power action to any Agent with zero or one action token and turn Oracle's dial to any click. The Agent given the action may use any power showing on Oracle's dial until any Agent with zero or one action token is given a power action to turn Oracle's dial. If your last Agent is KOd while Oracle is on this card, Oracle is also KOd.
*Cost of 10 per character chosen
There's no doubt that an "Agent" could be assigned an action to turn Oracle's dial, but would Oracle's SP need to be triggered in the first place in order to access Outwit, Perplex or PC?
More importantly, is it even possible to use Oracle's SP, as it requires an additional power action?

ICwO only work with the Oracle from Legacy. It says this in the PG.

It doesn't. It was changed a few Player's Guides ago that the feat only works with Legacy Oracle
It's unfortunate to hear that the Batman : Alpha version doesn't even work with the feat. In the post-feat era, this version of Oracle is still a good bargain, sans ICWO.
Now IF she could be used, though, I do not see how it would be useless. You couldn't do the other power action on the same turn, but you could do it on the next turn.

Not to mentioned you could have also gotten WP or CR as part of the deal.

Got it. I missed that on the first pass.
Turn 1: Assign an Agent a power action to turn Oracle's dial. In this case, she gets the SP the entire dial, so unless CR or WP is desired, there's really no need.
Turn 2: Give the Agent that turned Oracle's dial on the previous turn a power action to use Oracle's power and choose from Outwit, Perplex or PC. Leadership would help to clear the token from the first power action. However, the character will need to be given a power action on every turn you want to use one of the 3 standard powers granted by the SP.
