The Monster man special power will make many a game interesting. Give him a cheap taxi that lacks the powers he gives and look out. This guy is underrated. Adding Mind control and outwit to this figure will make him a force to be reckoned with. Plus, he is a great way to deal with activation and A/E clicks.
He seems way overcosted, but the special looks very fun and usable. He'd be great with Mastermind. As it is he's just OK. It's very cool that they made him. Arkham City made me really like him.
He's a lot of points to do almost nothing of use apart from try to be a silver bullet for outwit and perplex. (But since those are free actions, someone can simply move away from Hugo and *then* use outwit and perplex.) Basically, if you can find a way to make turning people into monster men (and then hurting them) useful, he might pay off, but otherwise, he'll be easy points for your opponent.
I love that he can shut down outwit and perplex. and with the scientist keyword for some fun teamups, but he seems way to weak. Getting in that close to make use of his special, and with a short dial with no reducers, without support he's toast. But hey pair him up with the aim guys and bam a barrier goes up. Could make for some fun combos.
In terms of points, it's a little big. However, using him solely for the trait, team him up with (and I know this sounds crazy) pieces that can use the Secret Avengers ATA. Welcome to Outwit and Perplex being THOROUGHLY useless for the enemy. I'm psyched about this piece while everyone else is bummed.
Imagine keeping Hugo here waiting near the back of a bunch of figures with Activation Clix. Beautiful, isn't it? Of course it is. Or even better, figures with top-dial Flurry, because all the monstrous goodness Hugo passes out works with Flurry. Now, even better, imagine using Hugo to tie up an opposing character, Mind Control them, and then use his free action to have them go slamming back towards enemy lines. All done with those beautiful scenes? Good, because your mind is about the only place you'll get any use out of the dear doctor. For almost a third of your build, you're getting zero offense, bad defense, and situational powers/traits. Send this guy back to evil medical school.

Seems like he'll be on more fun theme teams than hyper competitive ones. Still, clix is light in the villain department so it's always good to see more
The points seem a tad high, but that trait makes him work so well with so many team comps. Secret Avengers ATA comp with Hugo Strange will be annoying for those who abuse Outwit/Perplex. HYDRA DSD ATA is going to be handy with him. There is a lot of synergy with him to make your opponent just really annoyed. Also, for what he can give someone with that Serum SP, the points make far more sense. Even if he only gets it off once, that is more than enough to do some heavy lifting for your team!
At first glance, he looks a bit bloated on the PTs, but the monster power is great. I can't wait to play him with someone like Maul who your gonna wanna push anyway.
overly expensive, but the monster serum power is a real game changer--especially in a set like this, which will leave a lot of objects on the board throughout the game. I think he'll perform well depending on what's played in your area--lots of HSS/SS figures? not as good. Lots of Batman fans? Much better. a pretty interesting tech piece, and I'd love to have three evil batmen to run with him.
