A new addition to the "screw your neighbor" list of figures, as he messes with other's abilities to use Outwit and Perplex (which may be two of the best abilities in the game). Notice you don't need line of fire, so mess with people on the other side of walls or blocking terrain. It would've been even sweeter if he had gotten the Dr. Fate treatment and only affected opposing characters. The SP is also nice, but you pay a price with the click of unavoidable damage. Other than those 2 things and front-dial Outwit/late-dial Perplex, you're getting a bunch of junk for 89 points. Will it be worth it? Depends on what you build/pull with him...

Of all the figures in Batman, I think this is the fig that I'll be most pleaseantly surprised by. On paper, the cost seems high for what you get. But the first time I give Charge/SuperStrength to someone that can really do some damage I bet I start liking H. Strange a lot more.
Being able to give friendlies charge is a great power. Adding Super Strength and Quake to that is even better. Plus he has outwit which is always useful. I don't like his trait, though. You have to hang him out way too far within striking reach to make it work. He's gotta be within 4 squares and most figures with any kind of range have at least a range of 5. And his defense numbers are pretty weak, and no stealth to protect him. I don't think I'd ever count on getting to use that trait in a real contest.
Too expensive for what he brings to the table. He does help with making other characters actually worth their points (Red Robin for example) but I don't think he would be a first pick. His values for mind control seem way to low as well, should have had a special that increased his AV by 2 when using mind control within a certain range.
His power can hurt you just as much as your opponent so it's a double edged sword. Use caution when using him.
While I do like the dial, it is pretty expensive for what he does. The benefits to his Monster Serum however, make him worth a second look for high point games. There are several characters within his Keyword pool that can really do nice things with that Charge and Super Strength. High point Characters like Maelstrom, 300 Point SR Thanos, Stranger, and GG Chase Doom are excellent examples from the Scientist teams that could benefit from the push. Lets not forget about his Outwit and Mind Control gumming up the works for opponents. With all this in mind, I would say Hugo Strange is worth a play.
