Beta Ray Bill's power "COSMIC STORM AND ECLIPSE: Opposing characters within 6 squares possessing the wing symbol modify their speed and attack values by -1. Friendly characters within 6 squares that can use Stealth have lines of fire drawn to them blocked when it's not your turn."
Bruce Wayne's power "I WILL STRIKE WAYNE THROUGH THOSE MOST DEAR TO HIM: Bruce Wayne ignores Stealth."
Would Friendly characters within 6 squares that can use Stealth have lines of fire blocked against Bruce wayne or other characters that ignore stealth? I want to say the line of fire is blocked since ignoring stealth doesn't stop its use the ablity, it just doesn't have any affects (I think), so would still count for the can use stealth part of Beta Ray Bill's power.

As long as Beta Ray isn't in range it will prevent targeting with Pulse Wave, too.

Note that the reason for all this is that nothing actually implicates actively using Stealth. Can the figures use it? Yes? Then Bill's power activates without Stealth actually being used. Figures that ignore Stealth would have to somehow also ignore Bill's power, such as having him in range for Pulse Wave, because that's the core of why Batman's hanging out with the horse-faced alien death god*.
*Seriously, he flies through space in what now amounts to a Death Star and it calls him "sir."

slightly off topic from a rules question, but if Beta Ray is completely surounded by stealthed figures, are there any other way besides a sharpshooter with outwit to shut off/bypass his power?

Pulse wave would still work, because while the LOF to the stealthed characters would be blocked, pulse wave still ignores those characters while drawing LOF to other characters.
