So, Improved Movement: Characters has been ruled that when you give the character a move action, it begins to ignore the characters, so you don't have to break away. I looked in the Rulebook and could find nothing that said your character could not be given a ranged combat action while adjacent to an opposing character (it merely says they cannot be given a ranged combat attack).
So, if you have Improved Targeting: Characters, and you make a Ranged Combat Action, you ought to begin ignoring characters, and therefore can make a ranged combat attack where ever regardless of adjacency, correct?
I draw this conclusion because IM:Characters ignores characters entirely, but there's also two IM powers that let you ignore opposing characters for movement but you still need to break away. So my argument that IT:Characters ignores characters entirely, because there are two powers that specify that you can make a RCA against an adjacent opponent and you can shoot out of adjacency.
Or is it that IM works on all movement, and IT only works on LoF, unless the power specifically states it allows the character to shoot in or out of adjacency?
For example, if I have the Utility Belt with Batarangs on Batman, and I'm adjacent to the Joker, can I unleash a storm of Batarangs on everyone, or does the Joker shut that down?
That would be logical except for the clarification in the Players Guide:
Sharpshooter: This ability allows the character to make a ranged combat action/attack while based. If the attack targets, then targets of the attack must be the adjacent character(s). Regardless of targets, non-adjacent characters can be affected by the attack (such as would be the case with powers like Pulse Wave and Energy Explosion).
This is relevant because Sharpshooter is basically Improved Targeting: Ignore Opposing Characters and May make a ranged combat attack while adjacent
to an opposing character.
To further clarify, Colossal Stamina lets you shoot out of adjacency, and Sharpshooter lets you shoot adjacent opponents, but if either of those instead had the IT: Characters, they could do both.
Or would they need all three symbols to be able to do what I'm suggesting?
