Silly question... does Lucius have to succeed on his leadership roll to get the additional effect listed, or does he simply have to use Leadership? ...
(I'm guessing this is determined by what the term "use" implies. If using means simply giving a free action to activate the power, ... or if "use" means succeeding on a roll of 5 or 6 and being able to "use" it's granted effects.)

HEAD OF WAYNE INDUSTRIES: Lucius Fox can use Leadership and Perplex. When he uses Leadership, he may remove tokens from characters with a higher point value if they possess the Batman Ally team ability.

Yeah, that's what it needs isn't it...the "when he succeeds..." part.
It doesn't say, "In addition to", it just expands the use of standard powers.
The rulebook says when a character has a modified standard power the power works in all the standard ways except where noted.
Since his special power only mentions expanding who the tokens can be removed from, that is the only part that changes. He still has to succeed in the roll to actually remove tokens.

Thanks for the note about the rulebook text, I will have to find it and earmark it for situations like this.

A guy at me venue kept telling this kid that plays that he is Morgan Freeman and the kid responded with "who is Morgan Freeman?" Last night I was checking his army sheet and he put Morgan Freeman on there. Best night ever, because everyone goal was to KO Mr. Freeman.
