I want a Wolverine that can roll for BCF but can choose to use his printed damage if he wants to. That's probably a pretty expensive power, though.

Well that's the way BCF currently works works. It's a may action so if you are happy with the printed damage on your guy then don't roll for BCF. But if you do roll you're then stuck with whatever number you get. BCF is usually seen on guys with low damage output and this is their primary way to really put a hurt on.
