Can I still choose to give my character an action token to double Incap hit targets with Batarangs if I activated Batarangs as a free action? I'm asking because the second part of Batarangs words the cost as "an addtional action token" but what if there was no action token in the first place?

I don't understand what you mean? You don't remove an item from the belt until after you used it. The x2 slot can sometimes allow you to use an item as a free action instead of a power action. When you use a belt item as a free action you don't have to pay an action token to initially activate the it.
"[x2 symbol] - When numbers are revealed, if the character uses a Utility Belt Item in one of the indicated slots, it may use an Item in the other slot as a free action as long as the two items are not the same."
You'd still be getting a token from the action to use one of the two belt items, so if you wanted to add the pseudo-Incap to the Batarang you just get an additional action token. That you may not be getting a token specifically for the Batarangs is irrelevant; to activate their secondary effect you must give the character a token.

I don't have an answer to your question, but here's something from CA 025 Sin:

The Batarangs explicitly state that in order to activate the secondary effect a token must be placed on the character using them. For Sin, Crossbones or whomever would get the initial token to give Sin her free action, but if she wanted to add the tokening aspect to the Batarangs she would need to receive a token herself.
The only instances I can think of where a figure wouldn't need to get a token for using the secondary effect would be via something that let tokens be shared between figures, a la Edward Nigma or the Warbound Feat, and even then somebody is still getting a token.

My thoughts exactly. I see no problem with this combination as long as you give yourself an action token to activate the secondary effect.

This can't really happen without some work: IE Compel feat, but I still don't see why you can't. Mind control to use the ability first and add the additional token, then now that you already have a token, use batarangs regularly without putting the extra token as you're tokened already from the mind control secondary use.
