If a character has 3 bolts and picks up the dr ock relic that gives a character 3 bolts so is it now 6? Can you target 6 or is 3 the max

It gives you 3 no matter what you had, it doesn't add any. So if you had 2 bolts you would still now have 3.

I don't believe there is a max, the arms just set it to 3 without adding any. Replaces, not modifies =)

This is correct. There's currently no max on this probably because getting extra bolts is difficult as the most common way to do so is by picking up relics.
