PROBABILITY CONTROL Once during your turn, this character allows you to reroll one of your rolls, ignoring the original roll. A character using this power must be within 10 squares and line of fire to the character for which the original roll was made.
Using the same rules, once per round during an opponent’s turn, this character allows you to force that opponent to reroll one of their rolls, ignoring the original roll.

FULL MOON: At the beginning of your turn, roll a d6 once for all friendly characters with the Full Moon trait. On a result of 1-3, Werewolf can use Shape Change. On a result of 4-6, click Werewolf to click #11 and click him to click #2 at the end of the turn or before he takes any damage, whichever comes first.

Animal At the beginning of your turn, roll a d6. On a result of 5-6 all friendly characters using this team ability ignore Shape Change and Stealth this turn.
Now the question, if I have a team using the Animal keyword and on that team is couple of werewolves (or a werewolf and a werewolf by night), can an opposing character make the werewolf re-roll the full moon trait. What about the Animal TA, can the player with an opposing character make you PC the roll. If so, can I choose which character is rolling for the Animal keyword and/or the full moon trait.
Or is this something you cannot PC?

Full Moon and Animal ATA rolls are not being made by a specific character. Probability Control has no one to target, so you can't use it to re roll them.

The Full Moon text does not specify that the d6 cannot be rerolled. However, while the character possesses the trait and allows for the roll to be made, the character itself is not making the d6 roll.
To compare, allow me to list the following powers that can be used by characters and refer to them, directly:

IMPERVIOUS When this character is dealt damage, roll a d6. On a result of 5-6,
the damage dealt is reduced to 0. On a result of 1–4, the damage dealt is reduced by 2.
SHAPE CHANGE When this character is chosen as the target of an attack, you
may roll a d6. On a result of 5 or 6, the attacker can’t target this character with an attack this turn and the attacker may choose another target character instead. The attacker then makes the attack unless there are no targets, in which case the action resolves without an attack.

Yeah, you could however, use the Ancient One's SP:
THE ORIGINAL SORCERER SUPREME: Once during your opponent's turn, Ancient One may force that opponent to reroll any die roll, ignoring the original roll.
