I saw this somewhat being addressed in a deep thread (can't recall which one now) but wanted a clarification specific to this question.
How exactly does "can't use X" work in this game, particularly when it comes to Catwoman?

What I recall from that thread, is that can't use means can't be activated but does not mean already declared or used abilities will now stop functioning.
Example: I use the Utility Belt just outside of Catwoman's range to Outwit her Super Senses and then Charge into her. From what I understand, I still receive my bonus from the UB to my movement as I declared the action outside of her range, and her Super Senses will remain Outwitted since I activated the ability already.
Anyone have possible Orange responses or relevant text/rulings to support or contradict this? If this is holds up, that means we now have "can't use", "ignore", and "counter" as three separate effects that all function differently.

When you can't use something, you cannot use any effects.
Correct, it is not countering or ignoring.

the effect would have to have been activated: normally that's through an action being given, but I don't know that you couldn't activate an effect in some other way. Did you have something specific in mind?

I'm talking about the combination of a HSS piece and this Catwoman. HSS to more than 6 squares away when in a +2 Utility Belt click, but then end your movement within 6. Don't roll for the belt because she doesn't let you use it, effectively staying on the +2 click you want.

That won't work. I know other RD's have said it elsewhere, but I'll make sure it is posted again:
The Resource rules are going to be tweaked. Rolling for a resource is mandatory... there is no way out of it. It isn't an effect used by the character, but is instead a property of the resource itself. Catwoman will not stop you from having to roll.

I appreciate the response. I haven't spent as much time in the Rules forum lately, so I likely missed this bit of news. The scenario I mentioned was something that I read about weeks back and never really followed up on.

Weeks back we hadn't yet heard about this way of looking at it, and the trick was ruled to work (as was hopping behind the wheel to get the same effect.)

Sorry...I was merely pointing out that had you followed up on it at the time you would have gotten a different answer than you're getting now. Does that make sense?
