i know rce can't be upped by super powers, but will the shield team ability boost rce? it's not a super power. and can i surround someone with rce and boost it by 8? i want to do this just to piss my friends off, so if i can, that would be awesome.

Yes that is legal.

You can use SHIELD TA to boost RCE but remember you could probably only surround yourself halfway because you would still need LOF to the target and each of those SHIELD members also needs to spend and action to use the boost.

Yes, the SHIELD team ability can be used to increase damage dealt from an RCE attack. Keep in mind for your example of boosting it by 8 that you would have your RCE guy surrounded by your SHIELD members so his LOF would be blocked to most targets (not to elevated). As well, that would require giving 9 actions (one for the RCE and one to each of the 8 SHIELD agents).
