I searched around and was unable to find any info/threads covering this.

Can Team bases be assigned resources?

If so, how does that work? Especially if the team base is your team.

Annoying Example: Justice League Team Base with all characters on it is assigned the Batcave(with the Utility belt).

In this example who is assigned the belt? Can it be one of the characters or the base itself or either?

Or, maybe I am getting this all wrong and a team base is considered a resource. Is that the case?

Are these addressed in the new rule book? I can't seem to find answers to them in the 2013 rule book.

Look at one of the team base cards. They say they may not be assigned resources. Penguin is a resource which is not assigned so they probably can use him if you get one.

Last sentence under force construction says they may not be assigned resources, roll to pick up relics, or be pilots of vehicles. Neither can the team members themselves.

Very correct! It's simply assigned to your Force, which is comprised of EVERYTHING you bring to the table. Characters, feats, BFC's, Relics, Resources, even the basic objects, everything.
