so, as per the new PAC 2013 rule changes, the Outsiders TA will still have a 10 range? or a 6 range default (unless the fig in question has a higher range value)?

No changes have been made to Team Abilities. It will still be played as worded until a change is made.

And thats another reason why Outsiders is an AWESOME TA!
