MAGNETIC SHIELD: Magneto can use Toughness. Characters halve their range values when Magneto is one of the targets of their attack.
Since pulse wave draws lines of fire to all targets within half the characters range, does Magneto's ability cut that in half again or does pulse wave ignore this ability?
2012 Rules: Magneto has Lines of Fire drawn to him, then when the attack is made the power is ignored. Since it states for attacks it does not come into effect until it is to late.
2013 Rules: All game effects are ignored for initial LoF unless it is a Wall, Blocking Terrain, or Elevated Terrain.

barrier creates blocking terrain, which blocks pulse wave, so yes.
Yep. Not only that, but if the figure which created the barrier is caught in the pulse wave, the barrier still stays up despite their barrier power being ignored. All terrain powers have their terrain remain while being ignored.

How does LOF and Stealth work with the new rules?

They don't. Stealth will be ignored. Even the ones that did work in 2012 (ex. The Hand ATA) will not work in 2013.

But not for single target pulse wave? Or am I thinking about this too hard again?

LoF would still ignore all other game effects, even if there is just one target.

That's the way it currently is as well since pulse wave ignores hindering. With the new wording it will also ignore other (all) powers which prevent LoF from being drawn.
