Yes. If the outwitter is within the range the outwit is temporarily ignored so the power returns (provided the user of that power is not also within the range of pulse wave, since that power too would be ignored). If the outwitter retains outwit and it would still be applicable after the pulse wave, the power resumes being countered for the normal duration.
