Anyhow, I re-examined the map. Pre-quake the bug can legally occupy less than half of the squares on the map. The Fun House is the hiding spot if you run into the bug.
I just don't think you can dismiss The Bug plus one or more tanks. Even at 500 points you can fit:
The Bug
Blue Beetle
Haunted Tank (piloted)
Big Barda with UB & 6 attachments (piloting the tank for a while).
I believe that's 497 points. None of these figs are easy points. Given that Barda can Boom Tube one kill pretty reliably, your opponent can't just sit back and let the clock tick. I don't own The Bug though so it won't be my team.

And note, if another figure is in one of those spots, the figure can't stop there, so effective placement becomes even more important.
So if you were playing The Bug, why wouldn't you bide your time in the Tunnel of Love until the quake goes off? They either come to you, or you both pass and keep rolling dice until the quake hits, which makes a lot of those hiding spots a lot less appealing.
I likely won't run it, but if it was someone's go-to piece, I could see it being very effective with an early turtle type strategy. No one (especially from the Batman set is going to be able to get to The Bug and co. AND get away without retaliation.

First, not every venue is doing quakes. In any case, I don't think the issue is "the Bug can't be used to win on this map", it's more that the Bug is not a nearly as effective. It's no easier to kill, but it's not nearly as effective an offensive weapon either. And if the Bug and it's pilot is hiding then I've got 600 points to your 400. I like those odds.
