Just wanting to know if Alyosha Kraven can give a friendly character with the animal keyword a free move action to use the Grapnel Gun on the utility belt?

Nope, only the characters equipped with the Utility Belt can use the UB items.

He is equipped with it. I'm wanting to know if Kraven can give him a free action to use HIS utility belt.

No no, you are reading it incorrectly so let me phrase it more simply. Kraven wants to give the friendly character with the animal keyword the free action to use the friendly character with the animal keyword's belt. The belt is NOT on Kraven.

So again, yes, that works fine

Puma is wearing the Belt. Puma can use GG as the free move action.

AK is wearing the Belt. Puma cannot.
