I just double checked the 2013 PAC. I do see where some of the confusion some players may have. Running Shot and Charge both say "halve the speed value" which I did not see anywhere that states this is a replacement value. It might be in the rules book or players guide somewhere. I did not look there (I am at work and do not want to take much time out to check). Unless I am mistaken, I think that was around FF rules that I was first aware of that concept.
Just to clarify, I do know it is replace (like RS or C) then modify (like perplex) too.
FYI, there is a specific section that covers what things are replacements and what are modifiers, and halving is covered there.

I don't know that it's even a wording issue: I think the Golden Rule language is clear enough. I think people are just in a mindset of "it happens when I do it". I used Perplex, the modifier happens now: that's intuitive. It's just not how it works.
I think this showed up as a golden rule first in the 2011 book: maybe the 2010? I lost my copy of that one (there was a 2010, wasn't there?), but it's not in the Fantastic Four book.
I know it was a PG entry prior, but those are easier to miss.
Since 2010 for sure. That's why it amazes me when this 'issue' still arises.

The section you are looking for is on page 5 in the Rulebook, under Replacement Values.
This came up at nationals at during my second game. The player across from me got an education. I was very nice about it and more than happy to let a judge explain it but yeah it still comes up.

It really was not a question of "Replace then Modify" it was a question of the order in which things happen.

That's the point, really. Timing never comes into play. -Always- replace then modify, and you -always- recalculate whenever an action is made. So if it's from the Belt, Perplex, Special Powers, ATAs...you always use the replacement (if any) then any modifiers. Timing is completely irrelevent (well, as long as it doesn't come after the action, but I think you get it)

In actuality the change I had to make was probably better then my original plan so it helped me out.
I was just getting paranoid I'd been "forcing" my players to play it wrong and was frustrated I couldn't find a section in the rulebook about replacements and modifiers. Didn't think to look or see the Golden Rule Section.
Visible Dials and Pushing Damage need to be optional. This is the way.
I know what its like feeling like your going crazy as a judge. A player I trust with rules mentioned something about how peanut bases could not be placed diagonal and he kept having to correct his opponent...I said "really? thats a rule? I'm a horrible judge!" he sent me a link to the page, I read it twice and went back "Uhh dude that is for figures that take more than two squares" - Hooray I guess I'm not so terrible!
