HELLUVA DETECTIVE: Roy Raymond, Jr. can use Outwit. He can use it normally, or counter a team ability as if it were a power. When he does, all opposing characters that possess the chosen team ability have that team ability countered.

No, because Power Cosmic (and Quintessence) prevents powers from being outwitted. Since Roy Raymond Jr. treats the TA (team ability) as a power, Power Cosmic (and Quintessence) will prevent him from outwitting the TA.

Nobody can "outwit that power", as Mr Steelmage2000 indicated.
Some characters can, however, counter that team ability. Specifically, any character that specifically says they can counter TAs without using the "as if it were a power" type wording. Time Trapper, for example:
Negate: Time Trapper can use Outwit. When he does, he can use it normally or choose to counter the same power or team ability possessed by all opposing characters to which Time Trapper has a clear line of fire that are 6 or fewer squares away.
He doesn't treat TAs as if they were powers; he just counters them. Skrull Yellowjacket and the feat Dissent are other options I can think of off the top of my head.
GG032 Adam Warlock:
COSMICALLY UNKNOWABLE: Adam Warlock can use Outwit, and he may use it to counter team abilities. If he uses it to counter the Power Cosmic team ability, he can use Outwit again after actions resolve to counter a power on the same character.

Can these various methods be used to Outwit ATAs as well? Or just the TAs printed on the figure's base?
You can only outwit powers possessed by a character and the same restriction applies to powers that allow the outwitting of TAs
That said, a character assigned an ATA possesses that TA (otherwise it could not be wildcarded)
And, just in case I get someone saying "can I get an orange to confirm that?", from page 20 of the 2013 rules, under Additional Team Abilities: These team abilities are possessed by the qualifying characters and can be used by wild cards (unless the ATA specifies otherwise).
