if you re aiming to damage someone with FB, no you cannot, but if you re aiming to FB someone INTO somethign to damage them, then you can Perplex the initial Damage value.
take this for example:

g is ground
r is roof
n is Nightwing
b is Blue Beetle
his force blast for 2 squares would normally just reposition Nightwing 2 squares away but if I perplex his damage up to 3, he can Force Blast Nightwing to the ground for 2 damage (falling off roof)

BTW, Force Blast has been FAQ'd to read "this power deals no damage", not "deals 0 damage".
In the old wording, you would not be able to Perplex the damage since the damage is set once you declare the action (similar to Incap attacks). However, you would be able to Enhance or SHIELD the damage, as the attack dealt 0 damage.
However, with the FAQ entry, the entire previous paragraph is no longer valid, as it is now a "no damage" attack.

I was mearly pointing out (in a VERY long-winded way) that the wording he was working with was no longer valid, and why. I did not mean to take away from your post.....
