Further question on locked values. Can a value that locks like BCF be PC'd before the value locks? Can I PC BFC?
Yes. The value can't be modified or further replaced, but it can certainly be PC'd.

Thanks, I read before that you can PC BFC but it wont make a difference since it was locked on the first roll. Can you clarify this scenario for me?
Opponent hits with BFC
Rolls a 6 for damage
I PC his damage roll
He rolls a 1
Would
A) his damage be 6 because BFC locked the value on the first roll
B) his damage is 1 because PC ignores the previous Roll and the timing of PC allows it to to take effect before BFC has a chance to lock the value

The result of the roll becomes the damage value and is then locked. But Probability Control says "that roll doesn't count: do it again" before it becomes the DV. So in your scenario the 6 is ignored and the result becomes 1, unless of course he also has PC and chooses to use it.
