I thought I read this a while back but now I can't find it in the rulebook or PG.
Does the ATA cost add the character's point value for game affects? I thought the answer was no, as it is clearly stated this way for feats and resources, but I don't see it laid out specifically for ATAs.
Can someone point me to the specific place it is stated as so for ATAs?
There probably isn't a rule that says they don't add to the character's point value, but there also isn't a rule that says they do.
ADDITIONAL TEAM ABILITIES
Additional Team Ability (ATA) cards can be added to your force if the characters on your team meet the prerequisite listed on the card. Each ATA card indicates the cost per character that must be added to your force in order to use it in the game; all characters that meet the prerequisites must be assigned the ATA and your force’s Build Total is affected accordingly. ATA cards provide either different or additional team abilities to the qualifying characters on your force. These team abilities are possessed by the qualifying characters and can be used by wild cards (unless the ATA specifies otherwise). A force may only include one ATA card.
They're assigned to the characters. Their cost is added to your force. Nothing about increasing a character's point value anywhere.
Also, if they added to character's point value, there would be no need to have a separate entry under Determining Victory Points for ATAs. A rule stating they increase a character's point value would be sufficient, and that would probably be in the ATA section of the rules.

I find it strange that both feats and resources have specific wording that state they do not add to the character's point value, yet no such wording for ATAs.
Also, playing devil's advocate here, if you go by the logic of "well it doesn't say that it does either", then wouldn't you look at other references and make the case that it does specifically say this for feats and resources, but since it doesn't say this for ATAs that means it was intentionally left off and therefore IS meant to be added to the character's point value? Not saying I agree with that, but just saying, that's one way to look at it.
I think there should be an actual PG entry stating specifically that this does or does not add to a character's point value when factoring in other game effects. Let's make this clear cut for future reference please.
While it doesn't say it in the rules under ATA's, there is this under Determining Victory Points (page 17, 2013 rule book):
Quote
Additional Team Abilities. Each defeated character that was assigned an ATA earns you additional victory points for the point cost per character listed on the ATA card.
The "additional victory points" part seems to imply that they are scored separately from the character they are assigned to.

You can say the same thing about feats and resources, how those are scored in addition to the character's point value, yet they specifically say that they are not added to the point value of the character for game effects while it does not say that for ATAs.
My point is it should be clearly defined, like it is for resources and feats.
