Critical hit quake and the rulebook being superseded
Does the line about hit characters being knocked back 2 squares in the PAC supersede the rule that a character is knocked back equal to the damage taken? For example, if I critically hit with Quake and the hit character(s) take all three damage, do they get knocked back only two squares due to the rulebook being superseded or am I looking into this way too much? If you recall, the rulebook makes a mention that in general, game effects that originate from rules on individual cards supersede the rules in this rulebook. I am asking if that applies to the PAC as well? Like, what is the hard and fast rule of what overrides the rulebook? Thanks.
This was the last time this topic came up. As far as I know no "ruling" was ever given, however a former Orange did give an opinion on how he believes it should work.

After going over it with the team and my boss, the rule is that there is only one instance of knockback. In this case, it would be the 2 squares that Quake specifies. Rolling doubles when using Quake would not cause "double knockback".
Expect some clarification on this in future rules documents.

I'd imagine the general knock back rule would be worded similar to Force Blast in that the rule book knock back would only happen if no other effect is generating knock back.
They groaned, they stirred, they all uprose, Nor spake, nor moved their eyes; It had been strange, even in a dream, To have seen those dead men rise.
