This is obvious not a force designed for domination, but rather a humble attempt to use existing HeroClix figures from the assorted Peter Jackson films to recreate Bilbo's birthday party. Just as the number of guests for Bilbo's party were chosen for a specific numeric reason, I have chosen the figures for this force based on the exact 400-point cost outcome.
The 'tentpole' of any force designed around the party guests would have to be Gandalf. There are several decent versions of the character available, here I have gone with the respectable common figure from The Hobbit single-figure boosters. This figure is capable of bringing the 'fireworks', but it is rather soft defensively. You may want to plan on having Samwise Gamgee available to apply some support rolls if Gandalf is taking damage.
It should be pointed out that this Gandalf should choose a keyword that all of the other characters on the force have, so that he has the option of a friendly figure +2 Perplex. The obvious choice for this force if for Gandalf to choose the Hobbit keyword... his is after all, quite fond of them.

I am Gandalf, and Gandalf Means Me!: As you reveal your force, you may choose 1 keyword possessed by another character on your force. Gandalf possesses that keyword this game in addition to his other keywords.
Lets Have the Contract: Gandalf can use Outwit and Perplex. If Gandalf uses Perplex to target another friendly character with whom he shares a keyword, he may use it normally, or he may modify any combat value other than damage by +2 or -2.
For complete sculpt accuracy, I should have opted for the 70-point 'Ian Holm' Bilbo Baggins from The Fellowship of the Ring single-figure set. I like that dial but the points were just not as perfect for my force. Instead, I am using the 69-point version from The Hobbit starter set. This dial is not as resistant to damage, but it does have some nice ticks, and the improved movement is a big help for this team.

(Epic) Cut Loose the Dwarves: Give Bilbo Baggins an Epic Action. For every 200 points of the build total, he may remove up to one action token from a different adjacent character, and modify that character's speed and attack values by -1.
The Fellowship of the Ring single-figure set gave us new versions of the younger Hobbits that were at the birthday party. These versions are generally higher point values than early versions, and they happen to build nicely into the 400-point build. That being said, the earlier versions may have some other tricks that can help this force. For example, the chase Mr. Underhill would bring some utility to the force with his carry ability, but instead I am using Frodo Baggins. The Probability Control and later Exploit Weakness of this dial will just be too necessary to actually hurt opponents.

Mithril Shirt: When Frodo Baggins is hit by an attack, roll a d6; on a result of 4-6, he can use Invulnerability until the end of the turn.
Samwise is present for only two reasons: if the opportunity presents itself...heal friendlies. If not, act as tie-up until Pulse Wave become an option.

Wielder of the Starglass: Samwise gamgee can use Willpower. When he has no tokens, he can use Pulse Wave as if he had a range value of 6.
Merry offers some interesting damage output potential, but he's just not designed to take much damage. Given his dial, you may as well push him off of that first click if the opportunity to make an attack presents itself.

(Epic) Rallying New Allies: Give Merry an epic action and choose up to one adjacent horde token per 200 points of the game's build total. Until your next turn, chosen horde tokens with the (Fellowship of the Ring set) symbol are considered to be (M) while adjacent to Merry.
Orc-draughts and Ent-draughts: Merry can use Super Strength, but can't pick up or hold heavy objects. When Merry makes a close combat attack, modify his damage value by +1.
Pippin also offers the chance to do some damage, but only via tiny Hobbit-sized damage output. The multiple Perplex options may help with this. His Leadership power is useful for every figure except Gandalf, so try to capitalize on that by good placement. Notice where the Enhancement is on both Merry and Pippin's dials...you may want to risk break-away pushes if they can end up adjacent to either Bilbo or Gandalf.

(Epic) The Closer We Are to Danger, the Further We Are From Harm!: Give Pippin an epic action and choose up to 1 friendly character per 100 points of the game's build total. Until your next turn, chosen characters modify their defense values by +1 for each opposing character adjacent to them.
Strider's Gift: Pippin can use Exploit Weakness and Flurry.
Speaking Treeish: Pippin can use Leadership, but only to remove action tokens; when he does, any character with a point value of 100 or less is considered to have a lower point value than Pippin.
The part wouldn't be complete without using Gollum's "Birthday Present", the one ring. You can try some shenanigans by claiming the Ringbearer keyword helps on the relic roll of course...
The One Ring Cost: 15 Relic Roll: 6 (Owners automatically roll a 6 on the pickup) Owner(s):Frodo, Frodo and Sam, Gollum, Mr. Underhill, Ringbearer, Sauron
The character controlling The One Ring can use Leadership, Probability Control and Stealth. At the end of each turn of the character controlling The One Ring, roll a d6 that can't be rerolled. On a roll of 1, the character places The One Ring in its square and is dealt 1 unavoidable damage.
If you don't want to use The One Ring, you can go back into the print-and-play archives and use Gravy, Mashed Potatoes, Pumpkin Pie, etc. to improve upon the party atmosphere. Alternatively if you want some extra fireworks, you could make some alternate choices of figures and bring one of the Lockheed figures along as the fireworks dragon!
This force also offers opportunities for using duo-figures from the original Lord of the Rings Set Frodo and Sam or Merry and Pippin, if you have them available.
Great article. Its sad that pieces from the Tolkien sets are rarely used, on my behalf. I would like to start using them more.
Some may have already read, but a few weeks ago I used Mighty Iron Man and nothing but Dwarves. Dwarf Pogs, Hobbit Dwarves, and Splitlip(the only "Dwarf" Marvel-clixed character). This was part of my Fear Itself Mighty-Forge team. 1000pts. So glad I was able to get some use out ofm the little buggers, finally.
But as far as Hobbits, for the times I actually get to use Tolkien pieces, and furthermore, the times I decide to use the forces of "Good", Frodo and Sam are definate go-to's. the combo of Defend, Support, Prob, and Outwit...with the occasional Exploit...cant argue for the small amount of points.
Ha for our Fear Itself event we had to use random gravity Feeds. I was lucky enough to get one from the Hobbit set and it had Radagast in it!!! I love me some Hobbit/LotR figures.

I've been thinking that I've been overdue to try out a Hobbit themed team again.
This is a nice impetus to make me do it.
I'll probably use the new 70 point Bilbo for accuracy sake and mix-and-match from the various other hobbits as suits my whims. I really like the Merry from the first set, he gives some much-needed mobility to the Hobbits.

As for the OP, it's always nice to see someone make an effort to use the LotR/Hobbit figs, especially the hobbits themselves. I've seen Nazgul teams, dwarf teams, orc teams...but never a Hobbit team.
