I know that if a power is showing on the dial it supersedes any other way that you get the power. Meaning if you have quake showing on your dial, you can't use quake from a Hammer Bomb from the Book of the Skulls.

However, what about if you assign the Book of the Skulls to a character but the Book of the Skulls is showing quake already on its dial. Does that mean that the character can't use Quake as a free action from a Hammer Bomb?

I'm not sure on this one because while it is showing on the dial from the Book it's not showing on their dial.

i'd have to find it, but i think yes that it was ruled that way. Since your figure already can use Quake, it cannot use any aspect of the Hammer's freebie.
