Can you use batarangs to make a ranged combat attack while based?

I ask because they ignore characters and I have not used any figs or relics/resources with that dark wheel symbol.

Give this character a ranged combat action to use Incapcitate to target all opposing characters within 6 squares and line of fire; this character can use "Improved Targeting: Ignores Characters" for this attack. You may give this character an additional action token and if you do, hit characters are given an additional action token.

I think if the character has then they could activate Batarangs and it would work as described in the power. If no then no because Targeting; Bases does not allow you to break the rule about shooting when based it just allows you to ignore for drawing lof.
