Silver Samurai can use Phasing/Teleport. Once per game, he can use it as a free action. My question is, after the free action, can he then make an attack as a power action? Thanks for any help.

Depends. What is letting him make an attack as a power action? Close combat expert? How did he get close combat expert?

Nothing is preventing him from taking a power action, move action, or close combat action after he uses his teleport ring, so go to town. Teleport in and cut people up.

If this guy had a more reliable damage output, he'd be top tier. Free action phase, free action to drop skadi's hammer, free action he picks up skadi's hammer, assign the book to him (since you're technically still at the first of your turn as no non-free actions have happened yet), use the books perplex and then charge/exploit/blades someone. W/ the book you have a swing of around 17'ish. Then have splitlip call in a quake bomb.

It's a fun combo.

Sure, it is worded as a free action. I've used him the last two games and he shined. Never lost him and his teleport ring was nice to take out nasty support pieces. I even put him toe to toe with mark 42 and he walked away. Great 100pt piece.
