RUNNING SHOT
Give this character a power action; halve its speed value for the action. Move this character up to its speed value and it may be given a ranged combat action as a free action.
When you move this character as part of running shot you can do anything you normally do when moving, which includes carrying. You do still apply the -2 modfier as well after halving your speed value, so you might not get very far.
Just to clarify, it is replace then modify. So if you have 10 speed you replace that to 5 for running shot then modify it by -2 to 3 for carry. So your 10 speed fig can only move 3 squares if you use running shot and carry.

Correct. Running Shot is a power action that lets you move, there is a difference.
this is so fuzzy because, well, Halving your speed value is modifying it. when you say "replace then modify" you think of setting the value to something. i guess when they say modify, they mean something with a + or - in front of a number.

REPLACEMENT VALUES
Some game effects substitute one combat value

combat value is reduced by half or doubled,
those are also replacement values. Replacement
