One thing I couldn't find in the rules, can you start horde tokens stacked? Can I have three of the same horde tokens stacked in the same square as I am setting up in my starting area?
Yes, you can.
2013 Rule Book, page 22:
Quote
STACKING AND UNSTACKING HORDE TOKENS
Two or more identical friendly horde tokens in the same square after actions resolve is a stack. A stack can contain up to the maximum number of horde tokens indicated on the token next to the symbol. Horde tokens may be stacked during their placement in the starting area at the beginning of the game. Horde tokens may only be stacked if they began the game on the same force. When a horde token or a stack enters a square occupied by an identical horde token/stack, you may choose to have the tokens merge into one stack. If a single horde token/stack merges into another stack, the action that caused the token/stack to move immediately ends and the stack is given the action token that the token/stack would have been given at the resolution of its action. Stacks that move through single horde tokens may continue their action normally.

Hi,
I'm pretty sure I'm the judge in question although his description involves 2 different judges as I have known for years that the basic rule(with some exceptions, ICWO anyone,) is replace then modify. First, I'd like to thank Dragon for a well reasoned reply. Second, most of the non rules related comments should keep in mind there are 2 sides to every issue. Third, I never banned the pogs in question. I missed the part in the rules that allowed the stacking in Modern. My last knowledge was that those were covered in Golden Age related to LOTR pieces and so I did not allow those abilities in modern age tournaments. As a judge I try to keep abreast of rulings, but do run up against the one thread problem all the time. (Most players only follow threads for specific problems they are interested in. Most judges try to at least skim all the rules threads for relevant decisions and changes). Finally, no, the player is not going to be in "trouble" at my venues. He is young, relatively new compared to other area players but so far seems to have the qualities of a decent player and no bad habits that can't be corrected over time. I do not have a god complex and so when I have to make a ruling I try to take the time to research it then or afterwards to make sure I have it correct as soon as I can.
ICwO went around Replace than Modify?
And no, that was not my only takeaway, just the only part I felt like following up on. ;-)

Here what the rulebook says on the Golden Rules:

In general, game effects originating from rules on individual cards supersede the rules in this rule book (that’s part of the fun!). However, there are a few rules that can’t be over-ridden by any game effect. Any game effect that would seem to break one of these rules is ignored
marvin k. seems to saying that ICWO supersedes Replace Than Modify. All Golden Rules can't be superseded. If a game effect does break one of the golden rule, which marvin k. seems to be claiming ICWO does, then the game effect is ignored.
Like you, I've never heard of ICWo going around Replace Than Modify nor can find anything in the player's guide or online that would make me think otherwise. I also haven't heard of any other player or judge who believes this.

Nope, I wasn't taking about you, but the other judge. I actually posted this before I knew you told him this.
EDIT: I didn't even know what ICwO was until I looked it up just now.
But for awhile ICWO had an official ruling that it eas the only exception to the golden rule. As I said this was a long time ago and may have been "lost" over the changeover. Unfortunately, I had to move from the my house I lived in for 20 years recently and one of the casualties was all the years of accumulated paperwork on rulings,etc... for HC so I can no longer post ancient rulings, but I'm talking way back on the rulings.
Today is a good day to die! But then, so was yesterday, and hey, tomorrow's not looking to bad either.

Since Golden Rules were introduced, there have been no exceptions to them.
Yes, there used to be a time where there was no Replace then Modify, but that worked with everything. When everything switched to Replace and Modify so di ICwO.
