SMOKE CLOUD Give this character a power action; place up to 6 hindering terrain markers in distinct, adjacent squares that are all within this character’s range (minimum range value 4). Since this doesn't have the "Of clear terrain" wording that Barrier does, I can smoke cloud on any kind of terrain that I can draw LOF to, right?

Yes, you can place hindering terrain markers from Smoke Cloud on all of the above, except blocking. Golden Rule #3, the Rule of Occupancy, prevents you from placing terrain markers on blocking terrain (debris markers are the exception to this, but hindering/smoke markers are not debris).

Any game effect resulting in two or more characters occupying the same square, or characters, terrain markers, or objects occupying a square of blocking terrain, is prohibited (except for Debris markers, see Terrain, p. 12). If part of a game effect would cause this to happen, that part of the game effect is ignored. If moving or placing a character, terrain marker, or object would cause this, then the character, terrain markers, or object must instead move to or be placed in a different square. Characters using certain powers and abilities may freely travel through other characters and/or blocking terrain, but if it will end its movement in the same square as another character or blocking terrain, the moving character must end its movement before entering the occupied square.
Water and Hindering are both fine, and Special will be as well unless the specific type of sepcial terrain prohibits it. the rule of occupancy prohibits pretty much anything from occupying a square of blocking terrain, so no smoke there.

Yes. The hindering terrain markers from smoke cloud can be placed on any terrain except for blocking terrain.

And note that only one of the squares needs to be within LoF.
