In the rulebook, these things are under tactics now and I wanted to know if they are part of the cost for the character they are attached to or the general cost for the force.
This line for Feats makes me think that they are just a cost of the force.

So would my TT Nightwing with Contingency Plan and Batman Family ATA be 110 points + 16 points to the force or would my Nightwing just cost a flat out 126 points?
First, ATAs are not tactics. They are actually listed in the powers and abilities section (along with regular TAs). This is a pretty common misconception, but it can be super important: a 'No Tactics' tournament still allows the use of ATAs.
Regarding the original question: a character's cost is printed on the dial. That's it. Adding anything to the character (assigning feats, using a relic, whatever) does nothing to change that.

Only back when they were very first introduced. For a couple months, it was possible to artificially inflate the cost of a character (say, for Mastermind purposes) with feats. But this line:
While the points for feats add to the overall force build total, they do not add to a character‘s point value.
Was added to the PG very, VERY quickly (back when it was still the FAQ) and has been there ever since.
And, as you noted, that line isn't even *ABSOLUTELY* necessary anymore since the feat rules tell you to add the feat cost to your force total (and not the individual character).
